Each team is allowed one IR spot. The rules for having a player on IR are as follows: 1. The player must be on the NFL IR first. 2. You must keep that player on IR all year. 3. You cannot trade or release a player on IR. 4. At the end of the super bowl, you must place the player on IR on your team roster or release him. 5. You can pick up a player that is already on the NFL's IR list and place him on your IR (if you don't already have somebody on IR). 6. Once a player is placed on IR, you can then pickup a player to fill your roster. This is the first year we've done this. So if there's any questions, let me know.

question - do we get 16 + 1 IR if so do we have to pick up a player on IR now ?

You get a 16 man roster plus an IR spot for whenever or if you ever need it. And No, you don't need to pick up someone on IR.
